Khanates, Tribes, and Chiefdoms

Khanates rank by exclusive City Islands, then Islands with their Cities, then standing Cities, then population (including general Khanate units). An Island is exclusive when only that Khanate has standing Cities there; foreign troops do not break exclusivity. Empty Islands and Foundations do not count. Tribes and Chiefdoms rank by population.
